9th International Conference on the Law of the Sea Kicks Off in Seoul

The 9th International Conference on the Law of the Sea commenced on Tuesday, November 19, 2024, bringing together experts, policymakers, and academics to celebrate the 30th anniversary of the United Nations Convention on the Law of the Sea (UNCLOS). This year's theme, "30 Years of UNCLOS: Then, Now, and the Future", reflects on the progress, challenges, and opportunities in maritime law over the past three decades.

 The two-day conference, held in a hybrid format to accommodate both physical and virtual participants, serves as a critical platform to evaluate the implementation and evolution of UNCLOS since it entered into force on November 16, 1994. Often described as the "Constitution of the Sea," UNCLOS governs maritime activities and has 169 parties, including the European Union.

Focus Areas

The conference features five key sessions:

1. Coastal State Jurisdiction in the Territorial Sea

2. The Legal Regime of the Exclusive Economic Zone (EEZ) under UNCLOS

3. The Legal Regime of the Continental Shelf

4. Marine Environment and Climate Change

5. Settlement of Disputes under UNCLOS

A notable highlight of the event was the moderation of Session 2 by Judge Osman Keh Kamara of Sierra Leone, who serves on the International Tribunal for the Law of the Sea. This session focused on the legal complexities and emerging issues surrounding the Exclusive Economic Zone (EEZ) under UNCLOS.

Judge Kamara emphasized the EEZ's critical role as a maritime zone where coastal states exercise sovereign rights over marine resources, including fishing, energy production, and transportation. He highlighted the need to address the multifaceted challenges associated with the EEZ, including resource management, environmental protection, and fostering international cooperation.

Speaking at the session, Judge Kamara stated, “The EEZ is pivotal to maritime law, encompassing diverse issues that demand effective governance and sustainable management. I am honored to lead this important discussion.”

This year's conference underscores the enduring significance of UNCLOS as a foundation for global maritime governance. It aims to inspire collaboration among international stakeholders to tackle future challenges in the sustainable use and protection of ocean resources.

The event concludes on November 20, with experts and participants expected to propose actionable recommendations for the continued development of the law of the sea.
